The “Enhancing Inclusive and Gender-responsive Forecast-base Early Action for Effectiveness Disaster Preparedness in Vietnam and at Regional Level” (FBEA-SEA) project works to enhance inclusive and gender-responsive forecast-based early action for effective disaster preparedness among ASEAN countries, with a specific focus on Vietnam.
Background
Initiated and implemented by the consortium of three international NGOs in Vietnam namely CARE, Plan, and World Vision, in collaboration with local partners, the project aims to enhance inclusive and gender-responsive forecast-based early action for effective disaster preparedness among ASEAN countries, with a specific focus on Vietnam.
The target province, Quang Tri, which is affected annually during typhoon seasons, with numerous river and stream systems and hilly and narrow terrain, is at risk of floods and flash floods. In Binh Thuan province, drought has led to a reduction in crop production and cultivation area, increased livestock diseases, and a shortage of water. In Ho Chi Minh City and the suburban areas, the extent and severity of health effects from heat waves are recorded. The most affected population in these provinces and cities are unprepared for severe weather due to their poor living conditions and often do not have money to buy new items, repairs, or build back better.
The project aims to achieve two results, focusing on (i) building and strengthening the capacity of local authorities and communities and (ii) advocating for and ensuring action is taken to adapt and coordinate efforts within FBEA and rapid response.
The project will target a minimum of 6,578 direct at-risk and hard-to-reach communities, local CSOs and authorities, and national and regional duty bearers during 18 months, with particular emphasis on the needs and contexts of women and girls, and other traditionally excluded groups.

- The governments of Vietnam and ASEAN are aware and taking action and rapid response at the regional level
How does FBEA work?
- Build capacity of local authorities and communities on risk reduction and resilience, forecast-based early actions, and rapid response by strengthening awareness and resilience;
- Demonstrate gender, age, and disability-inclusive FBEA responsive mechanism on flood and drought along with cash distribution and seed-funding for CSOs;
- Develop gender, age, disability-inclusive responsive/child protection guidelines on flood and drought, document success and lessons learned, collect evidence, research, and develop knowledge products for wider dissemination on FBEA;
- Organize joint advocacy workshops and policy dialogues to engage multi-stakeholders and ensure FBEA is included in disaster management action;
- Develop and influence VNDMA on FBEA standard guidelines on drought and flood;
- Build capacity and provide guidance and coaching among ASEAN and representatives from member states.
