The P4EM – Partnership for Ethnic Minorities’ Equitable and Inclusive Development project focuses on strengthening partnerships for the efficacy of national policy and program formulation and implementation to support ethnic minorities’ development.
Background
Ethnic minority (EM) people in Vietnam still face many obstacles to inclusive and equitable development. Poverty remains high in provinces with a high representation of EM people. EM populations are extremely vulnerable to climate change and unpredictable weather conditions due to their specific topographical living environments and natural resources-based livelihoods. In addition, gender inequality is persistent, making it even more challenging for ethnic communities to access development opportunities.
Objective of P4EM
Through P4EM, CARE works to strengthen partnerships for the efficacy of national policy and target programmes on poverty reduction among ethnic minorities in Vietnam. The project contributes to inclusive, equitable, and environmentally sustainable growth. It also strengthens partnerships for the efficacy of national policy and program formulation and implementation to support ethnic minorities’ development.
How does P4EM work?
Partnerships between the Committee on Ethnic Minority Affairs (CEMA), civil society organizations (CSOs), and relevant ministries are strengthened:
- A MOU between CEMA and participating CSOs will be developed to outline the coordination mechanism and objectives of the partnership.
- CARE will also support CEMA in preparing annual policy dialogues with participation from CEMA/DEMA, key members of provincial Poverty Reduction Management Boards, EM representatives, and relevant stakeholders.
- CARE will play as a broker/facilitator to support the engagement of CSOs and local authorities in the implementation of their collaboration plans.
An evidence base is established to inform policy and program formulation and implementation for ethnic minority development:
- The project will facilitate agreement among CEMA, line ministries, and participating CSOs on key criteria for selecting development approaches and models to be promoted to government authorities.
- The project will support action research on specific themes related to equal opportunity for EM development to inform policy.
The efficacy of the implementation of the National Targeted Programme on Sustainable Poverty Reduction (NTP-SPR) and Programme 135 is improved:
- To support the capacity building of DEMA and Poverty Reduction Management Board Members at the local level in the target provinces, a Technical Assistance Team led by CARE will be formed.
- The project will organize cross-learning visits to encourage relevant stakeholders to learn from each other’s experiences and initiatives in the effective implementation of NTP-SPR/P135.
- The project will facilitate an accountability mechanism for participatory learning and monitoring to increase the voice and participation of EM representatives (including EM women) in the decision process relating to their development issues.
