Through Reaching the Furthest Behind in Da Bac and Lac Son Districts – Hoa Binh Province, a part of the Reaching the Furthest Behind program, CARE empowers the poorest ethnic minority groups in the area to improve their access to basic services and livelihoods to reduce their vulnerabilities.
Objective of Reaching the Furthest Behind
The furthest behind ethnic minorities are empowered to improve their access to basic services and livelihoods to reduce their vulnerabilities in Da Bac and Lac Son districts, Hoa Binh province.
- Outcome 1: The targeted communities lead the micro infrastructure construction, operation, and maintenance.
- Outcome 2: Communities have increased resilience to natural disasters and climate change.
- Outcome 3: The furthest behind women groups, especially poor ethnic minority women, those with disabilities and vulnerable to climate change and disasters, are economically empowered.
- Outcome 4: The implementation of NTP-SEDEMA in 2021-2030 and relevant policies targeting ethnic minorities is improved.
Interventions of Reaching the Furthest Behind
- Women’s economic empowerment (support groups & co-op establishment and capacity-building; market linkage; gender-norm change communications)
- Community empowerment through the processes of construction and maintenance of micro-infrastructure.
- Natural disaster risk management in communities.
- Improving education conditions and safe schools.
- Consult with provincial partners in preparing, implementing, monitoring, and evaluating poverty reduction NTPs, especially NTP-SEDEMA in 2021-2030 and related policies and projects.

- Vulnerable communities, especially poor women and people with disabilities.
- Survivors of gender-based violence.
- Communities in poor districts according to the government’s list.
