Cao Bang Development Centre (DECEN) is the first non-government organisation in the mountainous province of Cao Bang. It focuses on promoting human rights, policy advocacy, access to water and sanitation, and economic expansion opportunities for ethnic minorities.
DECEN is a member of NorthNet. Together with CARE and other NorthNet members, DECEN also works to improve ethnic minority women’s access to information relevant to their daily life and farming in a more accessible and timely way.
